Utah Congressional Resolution asserts states' right to innovate in healthcare
Resolution clearly spells out states’ rights and existing federal interference.
• The 10th Amendment reserves to the states powers not delegated to the federal government;
• Health policy powers are not delegated to the federal government by the Constitution;
• Congress has enacted laws and budgets which substantially restrict the states from setting effective health policy
Therefore Utah urges the United States Congress to pass “States' Right to Innovate in Health Care Act” during the current congressional session. The power of our Federal system lies in 50 state experiments creating the most effective policy solutions.

As a social entrepreneur in the area of health care to medically under served populations I can well attest to the waste that exists at all levels of our healthcare and its related legal-defensive-medicine system.
Check out "Who Killed Health Care" by Regina Herzlinger. I think you will find the book provocative and insightful. Here is an excerpt from Mrs. Herzlingers Bio:
"She is the Nancy R. McPherson Professor of Business Administration Chair at the Harvard Business School. She was the first woman to be tenured and chaired at Harvard Business School and the first to serve on a number of corporate boards. She is widely recognized for her innovative research in health care, including her early predictions of the unravelling of managed care and the rise of consumer-driven health care and health care focused factories, two terms that she coined. "
Let me know if you find the book helpful. She may be a good resource for your work.
